Government piling debt on to future graduates in England, analysis finds
A new Intergenerational Foundation report warns that recent changes to student loan plans in England will significantly increase the financial burden on future graduates. The analysis highlights that under the current Plan 5, average lifetime repayments are projected to more than double those of earlier plans, while the government's share of education costs has fallen sharply. The foundation recommends reducing the repayment rate to alleviate the pressure on graduates.
- ▪Plan 5, introduced in August 2023, is estimated to require average earners to repay £56,240 over their lifetimes, compared with £25,700 under the earlier Plan 1.
- ▪For lower‑earning graduates, expected lifetime repayments have risen from £6,430 to £42,070 in 2026 prices.
- ▪The government's contribution to the total cost of a graduate’s education has dropped from 46% in 2015‑16 to just 8% today.
- ▪The report calls for cutting the student loan repayment rate from 9% to 5% for both Plan 2 and Plan 5 graduates.
