박왕철 의원 "전국 최초만 쫓다가 2025년 채무 1조4793억원 달해" 박호형 의원 "올 상반기 미집행 1700억원...기업 이전 사업비 감액" 이남근 의원 "마이너스 통장도 사용...내년 본예산 재원 마련 걱정" 제주특별자치도청 본관 전경. 제주특별자치도의 살림살이가 어렵지만 방만한 예산 집행으로 빈축을 사고 있다. 27일 행정안전부에 따르면 제주도의 재정자립도는 2024년 33.7%에서 2025년 33.1%, 2026년 31.1% 감소 추세다. 재정자립도는 자체수입으로 충당하는 비율이며, 제주도는 전국 광역 시·도 중 12번째다. 자율적으로 쓸 수 있는 예산 비중인 재정자주도는 2023년 70.1%에서 2024년 66.9%, 2025년 64.3%, 2026년 62.2%로 3년 연속 하락했다. 이날 제주도의회 예산결산특별위원회의 추경안 심사에서 박왕철 의원(국민의힘·비례대표)는 “제주도의 채무 보유는 2016년 4926억원에서 2025년 1조4793억원으로 3배 이상 증가했다”며 “수입이 줄어들면 지출을 줄여야하는데 제주도는 오히려 더 큰 빚을 지고 있다”고 지적했다. 박 의원은 “칭다오 항로 개설에 손실금만 1년에 100억원이 발생했고, 전국 최초를 쫓아가는 사업을 하다 보니 시행착오와 불완전한 사업에 예산 낭비가 매우 심각하다”고 질책했다. 박천수 제주도 행정부지사는 “칭다오 항로는 충분한 사전 검토가 부족한 상태에서 진행한 점을 인정한다”면서 “경기도 평택에서도 중국 항로 개설 시 처음 3년은 적자를 봤는데 추가 물동량 확보에 많은 노력을 하겠다”고 답했다.
